Press release on the Minsk agreement

The European Federalist Party (EFP) welcomes the agreement reached in Minsk between Ukraine, Russia, Germany and France, and stresses the importance of its full implementation on the ground by all concerned and exhort all parties to respect the agreed ceasefire. We underline the importance of guaranteeing the sovereignty and territorial integrity of Ukraine, while ensuring that there is no further loss of life or property, and that the rights of all populations are respected.

The EFP recognizes with great appreciation the mediation role played by the German Chancellor and the French President, speaking on behalf of Europe. However, we urge that in the future the European Union undertakes such initiatives, through the Council or Commission President, or through the High Representative for the Union Foreign and Security Policy.  This would make Europe’s negotiating position more legitimate vis-à-vis all European citizens and stronger vis-à-vis the parties concerned, showing even more clearly the unity of the EU.

As Pietro De Matteis, President of the European Federalist Party, stated on this occasion: “The EU can and should be a key player on the international stage and especially in our neighborhood. To do so we need to make full use of the instruments at our disposals and speak with one voice.”


The Minsk agreement removes an immediate source of instability from the European neighborhood and opens up avenues of cooperation. Its implementation should be a prerequisite for further political and economic dialogue between the European Union and Russia. The EFP hopes in a new era of cooperation, solidly based on the OSCE and UN principles and on an honest dialogue, for the consolidation of peace and prosperity on our continent to the benefit of both EU and Russian citizens.

Le Parti fédéraliste européen (EFP) se félicite de l’accord conclu à Minsk entre l’Ukraine, la Russie, l’Allemagne et la France, et souligne l’importance de sa mise en œuvre intégrale sur le terrain par tous les intéressés et demande à toutes les parties en présence de respecter le cesser le feu. Nous soulignons la nécessité impérieuse de garantir la souveraineté et l’intégrité territoriale de l’Ukraine, et demandons qu’il n’y ait pas d’autres pertes de vie ou des biens, et que les droits de toutes les populations soient respectés.



Le PFE apprécie à sa juste mesure le rôle de médiation joué par le chancelier allemand et le président français, s’exprimant au nom de l’Europe. Cependant, il convient qu’à l’avenir se soit l’Union européenne qui s’engage sur de telles initiatives, au travers du Conseil, du Président de la Commission, ou du Haut représentant pour la politique étrangère et de sécurité de l’Union. Cela rendrait la position de négociation de l’Europe plus légitime vis-à-vis de tous les citoyens européens et plus forte encore vis-à-vis des parties concernées, montrant ainsi plus clairement l’unité de l’UE.



Comme Pietro De Matteis, président du Parti fédéraliste européen, a déclaré à cette occasion: “L’UE peut et doit jouer un rôle clé sur la scène internationale et en particulier dans notre voisinage immédiat. Pour ce faire nous devons faire pleinement usage de tous les instruments à notre disposition et parler d’une seule voix “.



L’accord de Minsk contribue à supprimer une source immédiate d’instabilité sur le continent européen et ouvre de nouvelles pistes de coopération. Sa mise en œuvre devrait être une condition préalable à la poursuite du dialogue politique et économique entre l’Union européenne et la Russie. Le PFE attend une nouvelle ère de coopération, solidement fondée sur les principes de l’OSCE et des Nations Unies, ainsi que sur un dialogue honnête, pour la consolidation de la paix et la prospérité sur notre continent au profit de tous les citoyens, européens ou russes.
